RECOMMENDED MOTION:
THAT:
The Council of the County of Huron receives the report by Cheryl Patience, Manager of Ontario Works and Children's Services, dated April 17, 2024, titled New Child Care Spaces in Goderich, for information;
AND FURTHER THAT:
The Council of the County of Huron approve issuing EYES Child Care Start-Up funding in the amount of $300,000 to contribute to the initial costs to create new child care spaces;
AND FURTHER THAT:
The Council of the County of Huron approves entering into a Service Agreement with EYES Childcare upon approved licensing with the Ministry of Education;
AND FURTHER THAT:
A by-law be drafted authorizing the Warden and Clerk to execute the Service Agreement with EYES.

| | | | | | | | BACKGROUND: EYES Child Care has approached Huron County with an interest in creating 88 new child care spaces in Goderich. EYES is a for-profit franchise child care operator that currently has over 25 locations across Ontario. Upon licensing approval and Council approval Huron County Children's Services would enter into an agreement for the provision of Canada Wide and Early Learning Child Care funding, fee subsidy support for families who qualify and the Wage Enhancement Grant available to qualifying Early Childhood Educators in Ontario. | | | |

The Ministry of Education has committed to the creation of 86,000 new child care spaces province- wide as part of the Federal child care agreement.
The Ministry of Education has allocated a number of child care spaces to each CMSM to create between 2022-2026, and Huron has committed to an additional 175 spaces over this five year time frame.
Priority communities are to be identified to reflect the Ministry of Education's "Access and Inclusion Framework". The priority communities in Huron County target Goderich, Clinton, and Exeter, as well as remote underserved regions, such as Howick.
As a CMSM, the County receives annual funding for minor capital renovations to aid in the creation of these additional child care spaces and can issue these funds to applicants from licensed child care centres who commit to doing so within a two year timeframe. | | | |
